Architect & Engineer

Mr Brian Chang has been in the oil and gas industry for more than 40 years and having accomplished in designing and engineering more than 600 projects ranging from offshore structures, jack-ups, vessels, mooring system, terminals, power plants, etc. Many of which have been in operations for a long time. Born in South Africa and subsequently moved to Singapore, Mr Brian attended the Raffles Institute. For his excellence performance, Mr Brian was granted a scholarship to study in London and graduated with a Bachelor in Electrical and Electronic Engineering (Hon). In 2012, Mr Brian was appointed the Technical Consultant to CNPC Technology. In 2014, Mr Brian Chang was conferred the Honorary Fellow by the Singapore Institute of Engineers. In 2015, Mr Brian Chang was conferred the ASEAN Honorary Fellow by the Institute of Engineers.

Mr Brian started his career in Mobil and Far East Shipyard (now known as Keppel FELS) between 1965 and 1970. In 1971, Mr Brian founded the PROMET Pte Ltd (now known as PPL Shipyard Pte Ltd) that pioneered the jack-ups construction industry in Asia, including the Mat- Supported Jack-Up. Mr Brian’s work covered Asia and even as far as the Africa continent for the development of pipelines, Middle East for the terminal.

Recognizing the potential in China, Mr Brian moved to China in 1994 and established the Yantai Raffles Offshore Ltd (now known as Yantai CIMC Raffles Offshore Limited) as the first overseas shipbuilder at that time. Out of a Quarry, Mr Brian developed the widest dry-dock shipyard and in attendant, the township. During the 18 years in Yantai Raffles, Mr Brian has not only built but also design for major oil companies from Norway, Russia, and as far reaching Brazil, etc. cost-effective offshore technologies. To enable a more efficient approach to fabricating the FPSO, Mr Brian therefore designed the gantry-crane with the heaviest lift of 20,000MT on Guinness World record. The smart design of the crane requires no pad-eye, slings or shackles to do the lift. This reflects the mantra of pushing the frontier of engineering which today becomes the foundation of Calm Oceans design philosophy.  

In 2012, Mr Brian decided to move beyond shipyard with the vision to provide integrated solutions with patentable technologies in unlocking values for oil companies. With this resolute, Mr Brian formed the Calm Oceans Pte. Ltd. as a vehicle to provide offshore technologies (horizontal value-chain) in a holistic EPCIC approach (vertical value- creation) to unlock values for the oil companies.
