Calm Oceans Pte. Ltd. (“Calm Oceans”) was incorporated on 1 December 2011. Under the leadership of our Chairman and Chief Executive Officer, Mr Brian Chang, Calm Oceans designs, builds and owns drilling and production Jack-Ups. Our company owns the patent for the design and the application of the Mono Column Platform (MCP) in offshore exploration, development and production.


The MCP is designed to operate in water depths of up to 500 feet in different seabed conditions. Calm Oceans has an in-house engineering facility fully equipped with advanced software solutions and well-experienced team of engineers and naval architects to carry out design & technical assessment of the MCP for various field conditions. We design and configure the MCP to meet client’s specification and the associated field requirement. This provides a cost-effective and highly efficient solution for offshore exploration, development and production.


Calm Oceans also continuously seeks to innovate with new and more efficient solutions for the Oil & Gas Industry.


About Brian


Mr Brian Chang, the think-tank and technology architect behind MCP is an established and renowned figure in the offshore oil and gas industry. Brian started his career in Mobil and Far East Shipyard (now known as Keppel FELS) between 1965 and 1970. In 1971, Brian founded PROMET Pte Ltd (now known as PPL Shipyard Pte Ltd) and pioneered the jack-ups construction industry in Singapore.






In 1994, Mr Chang started Yantai Raffles Offshore Ltd (now known as Yantai CIMC Raffles Offshore Limited) in China and was the first overseas shipbuilder during that time. In 2012, he returned to Singapore and started Calm Oceans Pte. Ltd. to pursue his vision in the offshore industry.


Over the last 40 years, Brian pioneered the construction of offshore rigs and built some of the world largest vessels in Singapore and China with no less than 600 projects. Some of the achievements are;
